RALEIGH, N.C. - North Carolina's General Assembly is looking to tweak the way car insurance rates are figured.
Lawmakers say most drivers end up paying more than they should, to make up for drivers that insurance companies consider high risk.
The Joint Study Committee on Automobile Insurance Modernization is looking for a way to even out the playing field by removing an entire designation of drivers.
Opponents say it will end up making things more expensive for everyone, and take away oversight from the state.
"It impacts everybody," said North Carolina Insurance Commissioner Jim Long. "Sooner or later, everyone's going to be hit by these charges, so if you can raise it by 20 percent, they're going to raise it by 20 percent."
Supporters say that rate increase is too much to assume, and the laws of competition will actually keep rates down across the board.
"Well I think that's kind of silly," said Sen. Tony Rand, (D) - Fayetteville, who's co-chair of the committee. "How you jump everybody's rates 20 percent? That doesn't add much to the dialogue."
The committee was expected to make a recommendation Thursday, but after more than two hours of discussion, members decided to take it up again later.
