Election Day has passed, but there still hasn't been a final word on who won the presidency in North Carolina.
County Boards of Election are still counting provisional ballots. Those ballots are issued when there's an identification problem, or if a voter goes to the wrong precinct.
Like other counties, election officials in Durham are combing through about 1,800 provisional ballots. Officials say they are reviewing each provisional ballot to make sure each is legit.
"A lot of people did go to the wrong place," said Judy Harward. Harward is on staff at the Durham County Board of Elections. She says provisional ballots are "for convenience for them ,but not necessarily for us."
Banks Harvard said he and other election workers are taking the verification process seriously, because of the tight election margins in the state.
"There's very small differential this time between who's going to win this state or not, so it's huge that... it's come down to this. Provisional elections might actually turn over the election to either the Democrats or Republicans," he said.
State election officials say there are roughly 40,000 provisional ballots to count across the state.
