Norwalk takes a seat on the commission, beating incumbent Republican Kenn Gardner.
And that moves control of the Wake County Commission to the democrats.
Three of the seven seats on the Commission were up for grabs in this election.
Democratic incumbents, Betty Lou Ward and Harold Webb kept there seats.
That gives the Democrats a 4-3 majority over republicans.
The campaign between Stan Norwalk and Kenn Gardner was close throughout election season with much of the race being based on schools and education.
This change in majority puts the board in line with Raleigh City Council and the Wake County Board of Education, a group with which the current Board of Commissioners has had a lot of tension in recent years.
Norwalk hopes he can help ease the tension between the two.
"We've got to start working as a team with the School Board. That doesn't mean we [have] to rubber stamp what they want, but it does mean we've got to be looking for solutions where we both can work together instead of all the bickering," Norwalk said.
He also said he wants to use impact fees to pay for education in Wake County.
"This campaign was run on two things: schools and education; improving public education. And I think the public has spoken clearl; that they want to see education in this county improved."
Norwalk has never run for public office before, however he did serve on Wake County's Planning Board and co-founded Wake Up, Wake County.
