The Wake County Commission sent the Little River Reservoir proposal back to staff Monday for another look.
The City of Raleigh and Wake County want to build a reservoir for the eastern part of the county.
It would be east of Rolesville and south of Franklin County.
More than 100 people went to the Commission meeting Monday to voice their concerns about the project.
Residents who live in the area said they are concerned about the limit of one unit to a three-acre lot. They would like it to be one unit per two-acre lot.
"I do some development and when you zone land, three acres for a house, you can't afford to put a street in or anything else. It would be desecrating. I think that's the unfair thing," said Bob Doyle, a concerned citizen.
Commissioners said they still feel there was work to do on the proposal before they could approve it and move forward.
